Definition of Organic RX Cannabis
Problem:
Cannabis used for medical purposes is often grown in, or spiked with, chemicals that are not considered "organic" and as such, could be potentially harmful to patients with respiratory and/or various blood problems.
For Example:
In general, Cannabis grows only 7 or 8 months out of the year, even in California. As a result, growers are using "chemicals and artificial means" to stimulate plant production and enhance year-round growth. In general, this practice is accepted by the industry, but generally speaking does not comply with either state or federal organic law. In the case of RX Cannabis, it is not clear if it is included in the state’s overall definitions. For example, no one has established any criteria and thus become “certified to sell organic cannabis”, yet the cannabis clubs are selling organic RX cannabis. This begs two connected questions:
a) Are the products fraudulent because they are not really organic according under either federal or state law?
b) Is this the kind of consumer protection principles we want operating in this industry?
To carry this one step further, what happens if the "grower" uses a chemical that a "user" is allergic to, but doesn't disclose it to the people who they sell their product to?
Solution:
1) Establish the most basic of definitions that consumers, growers and dispensers will understand with respect to the growth and sale of RX Cannabis.
2) Insert the term “Rx Cannabis” or “Medical Marijuana” in the state’s currently adopted organic produce law.

Arguments In Support:
1) As this industry grows, consumer protection definitions are going to be VITAL, and the definition of ORGANIC is a basic one;
2) By establishing the definition of "organic" we will creating two separate markets... a consumer oriented market based on self growth and use and an industrial market based on protected consumer sales;
3) We should not allow people to grow their own plants and then sell product without knowing what they did to the plant "chemically or artificially".
