CREATING ISSUES & PLATFORMS

Legislative agenda’s and issues are created in a variety of ways. In fact there is an old legislative saying that goes like this: the two things you don’t want to see being made are sausages and laws (public policy) ....

 

Well, to be honest, there should be three items - with the third being ‘how ideas BECOME policies, and how those who create the policies need them to become law so they can operate at a profit.

POLITICS:

    Party: The political party, after discussions that created a platform, are in charge of the wide range of party platform planks.

    Legislators: they are in charge of filling out the ribs that make up the party platform planks.

GROUPS:

Organized groups create policy in one of several ways. First, membership brings ideas to the attention of those on the board, and they discuss the merits of the issue and take appropriate positions.

The alternative way is for the board to “create” an issue that they believe is important for them because it affects either their ability to “fairly” compete or profit in the business world. 

Combined, both are important because they wind up being the sponsors of legislation, whereas the person who introduces is, is the author.
